I have observed this too. Sometimes pilots report they have a newer METAR than I do, possibly obtained via the .metar abcd command in their clients.

Newbie with no established radio contact flies into CTR making APP unhappy (possible near miss with an IFR on short final). Went something like this. Pilot: "Tower, GMI123 (changed) request IFR clearance to Vienna." Me: "Please file an alternate airport." Pilot: "Why don't you like Vienna?"
