Automatic active airport help

My question is how to make airports automatically become active by the sector that you are controlling? I have read the wiki and it says that ES gets that info from the ESE file. I think our ESE files has the correct format for this to happen. See Below

 

C90 TRACON SECTOR DEFINITION

SECTOR:CHI_APP_SCT:0:13000

OWNER:R1:R2:R3:R4:R5:R6:R7:R8:R9

BORDER:C90_TRACON_LINE_CORE

Shouldn't it be that if a controller signs on at CHI_APP and becomes R1 or R2 or R3...ect...defined by the primary Freq.....the active arrival and departure fields become 68IS:82IS:K06C:K10C:K3CK:KARR:KC09:KC81:KDPA:KORD:KPWK:KUGN?

 

Am i missing something here? I have tested it on the sweatbox server and had no luck. Before signing in there are no active fields. after signing in and priming up on 128.450 which is defined as CHI_APP R1

the active fields do not change...still blank.

 

I am confused.....the same thing for CTR too?

 

Any Ideas?
