Starting with our FNO on December 17th, ZDV will be inviting pilots to explore some of the spectacular mountain airports we have to offer. Every other week we will feature at least one mountain field. So if you meant to start on the 17th at 1700, it should be: 12/18 00-04z. You'll notice though that no where on the banner did it say 12/17 at 0000z.. it says local date and local time with zulu time in parenthesis.. so to avoid confusion he should have said 12/18 at 0000z in there but don't necessarily have to.
