If you have Windows Firewall enabled, see if Euroscope is listed under "Allow programs to communicate through Windows Firewall" (text current as of Windows 7). If it is, ensure both checkboxes ("Home/Work (Private)" and "Public" network types) are checked. If not, try manually adding it (and allowing it for both).
