XSB changes XP weather mode even when updates are disabled

Upon connection to vatsim xsquawkbox plugin changes the mode from "Grab real weather from the net" to "Set weather uniformly ....".

Weather updates are configured as 0 for me, so practically if I understood it correctly, there should be no updates.

Changing the weather mode in this case is unnecessary and also breaks another applications weather injections (I use FSGRW on a virtual machine on linux to set the weather on my linux xplane and one of the requirements of FSGRW is that the weather is set to Grab real-weather from the net w/o the download option).

As a workaround after connecting to vatsim via xsb I go to the weather menu and revert back to the original mode. I took me however some time to figure that there was a problem with the weather because of this. If a new version of xsb will be developed before swift, it would be nice if this bug is fixed.

Known bug - I have a fix waiting in the next release, but there's some other stuff I wanted to get done before doing the release build.
