Problem with departure altitudes in simulator session

I'm having an issue setting up a departure scenario in the scenario editor.

 

I have several planes set up with entries like:

PSEUDOPILOT:TOR_CE_CTR

@N:ACA418:0551:1:43.6700605:-79.6158808:569:0:632:0

$FPACA418:*A:I:A333:420:CYYZ:0000:0000:35000:CYUL:00:00:0:0::/v/:DEDKI4 MIGLO HABBS3

SIMDATA:ACA418:*:*:25:1:0.000

$ROUTE:MALTN CNY3

IASVARIATION:0

DELAY:3:7

REQALT::5000

 

Even though I have the last line in there to specify an altitude, all of my departures are automatically set to climb to 7000 when I run the scenario.

 

Is there something I am missing or is this a bug? Any advice would be appreciated,

I believe that all departures climb to the set Transition Level in Euroscope, but I'm not entirely sure of that.

I don't think that is correct. No matter what I set transition altitude to the planes climb to 7000.
