I'm looking at getting tegal from ORBX to fly some Air Berlin routes, but I fly permanently on VATSIM, do VATSIM allow flights in and out of Tegal with it being shut in real life

Yes! VATSIM has no restrictions on flying to closed airports. You fly whereever you like, whenever you'd like. 🙂

On the other hand, there may be no VATSIM ATC for that airfield any more. Andreas will be able to clarify that.

VATSIM Germany considers Berlin-Tegel "closed". You are free to operate to and from it, but only in VFR conditions and without ATC-control. More information here: https://forums.vatsim.net/topic/29707-berlin-opens-its-new-airport-heres-what-will-change-on-vatsim-eddt-eddi/
