Hey there!
I'm a VATPAC controller so my phraseology will be different but maybe I can help with techniques and the like. In Australia we get a LOT more IFR than VFR stuff. What's the problem you're having?"

Well,

In general always follow the CRAFT (This is also in the VATUSA Academy)

Clearance Limit

Route

Altitude

F Frequency

Transponder

Your home ARTCC should provide you the material to allow you give a correct clearance to the pilot.

If you need time to check a clearance, put the aircraft in standby by saying: 'Callsign, clearance is on request, number X', giving you enough time to check what you need to check.

About LOAs, you just need to invest time and study them if your home ARTCC requires it.

Hope this helps,

Kind Regards,
