To enter the Gulf of Mexico in controlled airspace do I need to acquire oceanic clearance to enter, and if so, do I need to do it 30-40 minutes before? 2. Do I need to make position reports every time I pass a waypoint? As an example, I'm flying from Houston to Miami over the ocean in the Gulf of Mexico.
