The Senior Student Test (as well as Controller and Senior Controller tests) comprises of two parts - Theory (which he has already completed and p[Mod - Happy Thoughts]ed) and Practical (Over the Shoulder). Both parts must be completed and cleared before an upgrade in status can be initiated. I believe most Regions adopt this procedure for promotions.
