I was wondering can someone that does not speak mandarin still control in VATROC, I couldnt find the info on the website since it seems its under construction.

In Taipei FIR and Hong Kong FIR, controllers mostly use English (a must in Hong Kong) as the language they communicate with the pilots. You should have no problems with controlling at these two FIRs if Chinese is not a language that you can speak. And for your information, in the rest of the FIRs in China, controllers do use Chinese to communicate with pilots who can speak the language and English with pilots from other countries.
