Even as a native English speaker some of us have trouble so imagine those who are not fluent in English. In regards to your question, you can choose any voice server for your ATIS, including the one used for transmitting voice. There is a glitch where sometimes the ATIS can be heard on your tower frequency and generally occurs if you have changed positions. To avoid this simply start VRC and enter your session.
