#501189 The HQ system has been updated to v3.3!

This update includes a new centralized "Support System" module. This allows any VATSIM member on the network to log into the HQ system and submit a support ticket to a staff team in the HQ. The staff can view/comment on a ticket and help resolve issues together.

Other changes are in the Tasks module. Now multiple members can be assigned to a single task. There will be a "task leader" as well who will be responsible for closing the ticket at the end. The vACC director/deputy have the ability to re-open any task in their vACCs if necessary.
