The only time they have the controller bug you about your transponder is if you take off without altitude encoding on. Yes, we simulate ASDE-X ground movement practices at MSP because we've established a reasonable compromise and it works for reasons stated above. Do we mandate it? Nope. The phraseology I employ if someone after checking the ATIS pushes off and calls for taxi squawking standby is: [CALLSIGN], [runway], taxi via [route], squawk normal when able When able could be before you start moving or it could be when you cross the hold short line after you've been cleared for takeoff. It doesn't really matter to me. I have yet to have a pilot or a radar controller above me complain about this practice. Thus, if it's not hurting anyone's enjoyment of their time here, what's the big deal?
