What "Pilot/Observer" is saying is you have no ATC certification level so you are either a Pilot or an ATC Observer. To change, you need to receive training and certifications through your VACC/FIR. When you register to VATSIM your rating is automatically pilot/observer, that means you can only fly and observe. In order to become an ATC you must take some tests and do some training. As you are from Romania, I guess you'd like to start your training within ROvACC (http://www.rovacc.org). I'll tell you more by email how we should get started.
