I can log onto the server but the ATC frequency listed for the controller is out of the range I can tune COM1 to. How do I tune a frequency like 199.998 when COM1 maxes out at 136.xx? It's a fake frequency. Once they're ready to start working, they're supposed to pick a real frequency. This particular controller must have just forgotten to do that or maybe didn't have a chance to do it when you tried to contact him.
