I go down to the USA, and select the first option. This works, too. But, when I type in any airport and try to access the chart, it gives a 404 not found error. Where do you get that impression? I've never used that site, but from what I can tell their information is at least a year or so out of date (not to mention broken, as you've pointed out). Best advice I can give is to not use that site at all. If you're looking for US charts, I'd recommend SkyVector, AirNav, or AirCharts. That last one appears to be the more updated, not-abandoned replacement of the site to which you were referring. Perhaps even abandoned. It says the last update was in 2007.... So on the first option, the FAA chart cycle they're trying to call is very outdated. Replace the 1304 with 1413 and you'll get the charts. That said, I'd offer you a variation on the last option. You can get your USA charts here: http://www.airnav.com/airports/ (or for direct entry, http://www.airnav.com/airport/Kxxx (replacing Kxxx with the airport ID you're interested in). He gets that impression because if you go down to the US it says "USA Chartfinder - Exclusive to VATSIM" followed by 2 icons, 1 saying "Real World AIP" and another flashing "NEW". The icons remind me of my web design experiences in the 90s. Random note, that Chartfinder kept breaking back in '10 and '11 and was the inspiration of AirCharts.org [because it kept breaking and some of us wanted an automated replacement].
