Try the default VATSIM voice adjustment procedure: Windows sound settings - Recording devices - Device properties: Edit levels and gain, try different sample rates and bit depths under Format, and try both with and without Exclusive Modes. Then play with wave/directsound in ES to find a combination of all those factors that is acceptable both to the client and the vox server. Also, in my and some of my friends' experience, cheap and simple mics/headsets are some times better suited for VATSIM than high grade gaming headsets, you could try some options in the sub-$10 range.
