Secondary plugin directories for .PRF files?

In my division, the Euroscope controllers require a plugin to work. On some computers, the plugin directory given works, but for others, it does not.

 

Ie:

Placing the .dll file in Program files and nowhere else works for one person, whereas placing the .dll in the Docomeents folder and nowhere else works for other people.

 

If i add the .dll to the .PRF twice, it shows the plugin twice for people that can use the plugin in both Program Files and Docomeents.

 

How do i set it so that if the .dll in the Docomeents directory fails to load, it will load the .dll in the Program Files directory, but if the one in the Docomeents directory loaded, then the one in Program Files will not load.

 

Any ideas?
