Not according to VATSIM; the CERT stat check page claims your CID was issued on "2016-10-20 05:43:48", which is about an hour and some change shy of the 24 hour mark one is told to expect. In the meantime, have you tried connecting to all of the servers? One (or more) might have already been updated with your new CID earlier than the others.
