Could not initialize SoundManager

I installed the stable vSTARS available from the official download page on my new computer. When i started vSTARS I got the following error:

 

Could not initialize SoundManager:

Could not load file or [Mod - Happy Thoughts]embly 'Microsoft.DirectX.AudioVideoPlayback, Version=1.0.2902.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.

 

I then tried running as administrator, then uninstalling it and installing the beta version 1.1.7, and running that as administrator. Still not working.

The solution -- DirectX End-User Runtime Web Installer

 

From the Microsoft website:

The Microsoft DirectX® End-User Runtime installs a number of runtime libraries from the legacy DirectX SDK for some games that use D3DX9, D3DX10, D3DX11, XAudio 2.7, XInput 1.3, XACT, and/or Managed DirectX 1.1. Note that this package does not modify the DirectX Runtime installed on your Windows OS in any way.
