Overview

ZNY's third week of Minor Thursday's takes us back to the home of the ARTCC: New York City. Fly your helicopter, Cessna, or other light aircraft up and down the Hudson and East Rivers for a night of congested, VFR fun!

 

Procedures

According to C.F.R Part 93, Special Flight Rules Area, Subpart W, aircraft operations within either of two Cl[Mod - Happy Thoughts] B exclusion zones (the Hudson River Exclusion and the East River Exclusion) must operate according to special rules.

 

Rules

These "special" rules include the following:

Pilots must

  1. Maintain an indicated airspeed not to exceed 140 knots.
  2. Anti-collision lights and aircraft position/navigation lights shall be on, if equipped. Use of landing lights is recommended.
  3. Self announce position on the appropriate radio frequency for the East River or Hudson River as depicted on the New York VFR Terminal Area Chart (TAC) and/or New York Helicopter Route Chart.
  4. Have a current New York TAC chart and/or New York Helicopter Route Chart in the aircraft and be familiar with the information contained therein.

 

In addition to those rules above, to operate in the Hudson River Exclusion,

  1. Pilots must self announce, at the charted mandatory reporting points, the following information: aircraft type, current position, direction of flight, and altitude.
  2. Pilots must fly along the west shoreline of the Hudson River when southbound, and along the east shoreline of the Hudson River when northbound; while remaining within the boundaries of the Hudson River Exclusion.
  3. Aircraft transiting the area within the Hudson River Exclusion must transit the Hudson River Exclusion at or above an altitude of 1,000 feet MSL up to, but not including, the floor of the overlying Cl[Mod - Happy Thoughts] B airspace.

 

Finally, the East River Exclusion requires that,

No person may operate an airplane in the East River Exclusion extending from the southwestern tip of Governors Island to the north tip of Roosevelt Island except:

  1. Seaplanes landing on or taking off from the river; or
  2. Airplanes authorized by ATC. Pilots must contact LaGuardia Airport Traffic Control Tower prior to Governors Island for authorization.
