Try renaming your INI file to something else, then reinstall VRC (in order to get a fresh, empty INI file) then try again. If it works then, that means something is wrong with your INI file. Let me know the results of this test and we'll go from there. Not sure what to tell you other than wait for version 1.1 and see if that fixes it.
