ASXP is generating a really weird METAR.rwx file:

These are perfectly normal - it's how you specify to X-Plane the weather at a location without there being a specific station. I'd guess that they're trying to set consistent weather over a larger area by providing regular weather datums for X-Plane to use to interpolate from.
