My wife is starting a career as a real pilot I would like to vie her instruction on approach, I have not ATC training. can I do that as an observer?

If you would like to control, you must go through the training process for the region you would like to control it, while she's learning that you could learn this here

Daniel is correct. Absolutely 100% correct.

 

Please do not go to a sector that is 0300 local time, where everyone in that area is asleep, log on as an observer, prime up on a clearance delivery frequency, and then give your wife practice. That would be against the rules, and not cool.
