I can start SB3 in FS2004, connect and submit a Flight Plan all ok. When I tune Com1 or 2 to ATC freq for my airport I can't hear the controller and neither is the 'green' light showing for either of the Com radios (737-400). Only those radio frequencies will be active. If you tune to any other frequency then nothing will happen with the radio. I'd suggest go to a not too busy airport and do some tests with a friendly tower or ground controller.
