What you can do (-in FS2004, not FS2002) is keep the gauges of a specific add-on plane in it's own /panel folder. It'd be wise not to though because you will end up with a multitude of the same gauges in all the panel folders. On a side note, I do not really understand what you mean by keeping your gauges folder in order. As long as you do not overwrite newer gauges with older ones you should be ok. Just to be sure you could make a backup copy of your default gauges folder and keep them in a safe place. I did, but never used them even after installing hundreds of planes. Hope this helps.
