If you believe that you should have access then contact Ethan Hawes who is the VP of Pilot Training (https://www.vatsim.net/staff/board-of-governors). If you are not part of an ATO maybe if you explained to us why you are trying to log in to the PTD we may be able to provide alternate solutions... As Tomas mentioned, that's a site for those who OPERATE Pilot Training organizations to log onto and update pilots' ratings once completed. This link may be accessed without signing on -- https://ptd.vatsim.net/atos -- and each individual ATO has its own sign-up and sign-in process.
