Missing flight_plan in api v3

Hi,

I noticed that some of the flights in API v3 are missing the flight_plan property.
a) I wonder why is it? An older client maybe?

b) while they do miss it, it exists on v1 - for example UPS55T today - Apr 5, around 12:00 UTC had that issue.
