Given that most facilities put visiting controller candidates through the same rigour that they put their local students through I feel like the training man hours point is fairly moot.

From the other side though Matt, it's also a slap in the face of those who stick with the home division's training queues to see someone transfer out to come back very quickly.    While VATSIM wins because that visiting/transferring controller now wants to stay, you lose people because they get sick of seeing the "queue jumping" transfers when they don't want to do it themselves.

From what I have seen, it is more likely that candidates who transfer out for training, wouldn't have continued with VATSIM at all, otherwise. And why do visitors jump the queue all the time? Visitors without prior experience (= no ATC ratings) should stand in line like everyone else, when applying for training. If a candidate is already rated, a shortened training session and self-study will usually suffice to get him up to speed, consuming very little mentoring time. Only when such a rated controller wants to progress and achieve a higher rating, more training resources will be needed, but the mandate to stay for at least 100/200 hours will at least provide for a return of investment and the candidate may even stay for much longer.

We therefore need to look at it properly: rating or no rating?

That’s exactly why we have the 100/200 transfer rule.
