General local administrative procedures

6.05(j)(ii)Training requirements for a Visiting Controller Endorsement cannot be any stricter than general local administrative procedures, including how to reference local procedures for the control position the controller wishes to operate.

What exactly are "general local administrative procedures"? If a pilot comes from a country with single runway airports only, can training for parallel runway operations be mandatory? Teaching of VFR routes, and location of the most common visual reporting points? Phraseology differences?

And can training sessions be made to ascertain the prospective visitor has all that knowledge, and can correctly apply it, and if considered necessary by the instructor require the scheduling of more training sessions prior to giving the endorsement? If yes, is there any limit to how many training sessions can be asked of a visitor?

Good point Andre. Because there is more of a difference between the UK and Europe than just local administrative ones... even across the Irish Sea there's different phraseology and procedures! Plus the fact that Europe as a whole is a world away from the FAA?!

Clarification is needed here for sure. The intent being that things such as how the facility works, any truly unique things like how to administer a pilot rating program such as the BVA wings program, Phraseology differences, etc.

The intent is that a subdivision can't  hold them off position so they can prove that they know how to work your minor airport that sees 1 airplane a week. We want to open up these types of airports whist letting you restrict access to the busier airports that legitimately need additional training.

However, have to take into consideration that not all airports that will be considered minors see only 1 aircraft a week, or even only 1 aircraft an hour, and they're not all inherently easy. Especially in smaller sub-divisions, where the amount of restricted/major airports will be low, not allowing limitations to be set on the more active airports. 

And if I interpret it correctly, there will not be much room for the sub-division to train the visitors, and confirm they understood all the differences and information? If I did read it correctly, how many training sessions (or perhaps in a fairer way, how many training hours) would be reasonable/accepted for the visitor to take before having to receive the visitor endorsement for the minor airfields?

If it is amended to include things like phraseology, along with administrative procedures, then I would read it as allowing any type of training, especially because it specifically mentions using live training to obtain the visiting controller endorsement. 

Also, I would heartily agree that it needs more clarification. "General local administrative procedures" does not mean basic phraseology to me.
