Some minors can be staffed by S2 controller and if you have AFIS endoresment, you are also staffing informational tower (you can control VFR traffic in vicinity of airport). Also it works for majors but there you can staff some minors that are not so far away. It depends on local policy or procedures. I think it should be described in GCAP. Well, at least in Denmark an AFIS operator does not control any traffic, IFR nor VFR. It is an information position only, giving information on weather etc and other traffic in the area. The operator can only suggest e.g. which runway to use, but it is entirely up to the pilot to deside. S1 could connect as AFIS then. But we would have a problem. Regarding to Appendix A, S1 only know about Ground and Clearance. Why not adding they must know about runway configuration, meteoroly and air position reports. On the other side, it should be included to know the difference between AFIS and normal ATC TWR in the S2 trainning and knowing how to control (what to avoid doing) on an AFIS TWR. If it is not included on the trainning for the S2, I'd agree creating an AFIS endorsement for S2 or higher (although as said, is devaluating).
