What do I do If there is tower but no center or approach controller online

The other day I was flying into gatwick, with no center or approach online, but there was tower. I ended up contacting him way to early, and he said I wasn't on his radar. So when do you contact tower when no approach, and what do you say?

You would contact Tower once you are established on your approach.  That doesn't really change much whether a higher controller is on or not.  The main difference is that if a higher controller is on, they would hand you off at the appropriate time.  But the timing is pretty much the same either way.
