 TA/RA on, AUTO/ON mode - ON. ABV/N/BLW mode BLF (anything other don't work too)
use xPilot latest version.
use latest version of XP-11 (steam license)

did you check their altitudes?

 

in blw = show traffic between 9900ft below and 2700ft above

in abv = show traffic between 2700ft below and 9900ft above

so in your example if they were more than 2700 above you they wont show
