Why do Controllers work ATIS instead of ground or tower etc. and what are they doing?

No disrespect, just curious why do the controllers work ATIS, cause it seems like a lot do, and ATIS isn't a service it's more just information so what exactly are they doing?

An atis is not worked by a controller, it is broadcasted automatically and will be set up by a controller working for example tower at the airport (or on vatsim also a radar or approach contoller covering the airports tower top-down)
