So according to developer FSHud it is normal to give a local qnh when cleared to a flight level?
Like: KLM745 climb to FL220 qnh 1016

According to me this is totally wrong! It should be just: KLM745 climb to FL220 without qnh.

What are your opinions, maybe some reallife controllers can tell what is right?

Instructions regarding flight levels are always given WITHOUT QNH.

When being instructed an altitude, the QNH is usually given only for the first altitude. Thereafter it may be given again given a frequency change on the first instruction for a new altitude. But not with every single altitude-instruction.
