Plan Flight that Starts Outside of an Area With an Active Controller

Can I file and start a flight plan that originates outside of an area with an active controller into an area with an active controller? I.e. I want to utilize ATC on Vatsim, but will be starting my flight outside of an area with an active controller, but my destination airport has an active controller.

Yes, that is quite common.
