If the answer is that guests need to be treated the same as regular roster controllers there may remain a problem. A local FIR/ARTCC will be different from a neighbouring one in terms of airspace complexity and traffic load and the way these things interact with the desireable level of realism. Therefore, the rigor with which a local controller is trained, [Mod - Happy Thoughts]essed and checked out will vary. A guest might therefore, perceive the restrictions placed on him as being excessive, even though that guest is being held to the same standards of the roster controller. The theory of fairness and equity is nice in principle. The practice is more difficult. Therefore, since VATSIM is requiring local regions to come into conformity with its global standard, it becomes incomebent upon VATSIM to make it very precise that which is permissible for local regions to require of its own controllers and design for its own airspace.
