Ie. in Vancouver FIR, the East is usually around 4000ft because of the mountains, while Vancouver/Victoria is around 200ft? Ie. Have the controller draw a box around an area to set the floor for that area, or maybe do it like the vis points and a command like .floor YXC 3000ft 150nm, so a 150nm circle around YXC VOR would have a floor of 150.
