Does anyone know if there are any rules that specify the 'uptime' a sector must be active? For example does CTR have to be online XXX hours a month, or APP be online XX hours @month. Also are there any rules that specify a controller must maintain XXX hours @month to be active. Not only at the Sector level but also at the VATUSA level.

There are no VATSIM rules in regard to how long a position must be up.

Of course we would all like to see the ATC up all the time but the RW just seems to get in the way

There are no rules governing sector uptime and I think the chances of such rules going into effect is slim at best. As for the controller activity most ARTCCs impose their own activity requirements, each one is different and there is no VATUSA wide activity requirement.
