(And generally tower controllers do not issue such instructions ... maybe you want ACSim?) I know ASCim which is very good also, in united work with INS Olyntho with TWRTrainer are working in a project GND/TWR/APP for this reason my subject, I don't know if it is correct but we discovered that can work making handoff making possible like this a larger range of instructions to candidates together could integrate in only one section GND/TWR and APP... etc. It is as suggestion to implant the navdata to TWRTrainer to use of this command.
