I am new to Vatsim, i want to know what ar eteh requirements to build a division (ivory coast) in africa and the middle east?

yes, it's quite complex, but soon you'll get used to it Maybe it would be a good idea to gain some experience at VATSIM before trying to build up a new Vacc, so I would suggest flying as pilot at Central Africa and also applying as controller at the Vatcaf guys - in my opinion they do a very good job developing this part of the Vatsim world.
