They are all facility designated and are not standard for all ARTCCs. Check with the facility you're working in. Some don't even have peak hours.

Hi Eric,

 

As Harold has said, peak times are defined locally at the ARTCC level. Some ARTCCs have none.

 

For you, vZBW peak times are in the position restriction policy available HERE.

 

The peak and off peak times are local format in this policy, so just add 4 hours to this and you will get the time in ZULU.

Generally peak hours are somewhere between 1600-2100 local time for the ARTCC you're flying into, if that's what you're asking...
