Well, im new to VATSIM, and i did as much of the instructions as i could, then i hit a roadblock. I downloaded VRC because i guess the main one is not working. I connected and nobody was on, so i looked on the website for a little bit and i noticed that i have to get certified to a more specific region by the VATUSA website. my question is how do i take the "test" and get to the point where im able to participate?

just to be sure. do you want to fly on the network, or be a virtual air traffic controller, or both?

if you only want to fly, you dont need VRC or any of that. the pilot clients are Squawkbox and FSINN

As Ernesto said,

If you interest is just in flying as a pilot you do not need VRC or any special certification. You only need a pilot client (Squawkbox or FSInn).

If you wish to become an air traffic controller in VATUSA, then you need to visit

http://www.vatusa.us/newmembers/

and Read, Read, Read the instructions, as it will take you through the process.
